Contracting a Transport Company for a Government Entity: Scope, Documents and Chain of Custody
A guide for government entities contracting a transport company: Etimad versus direct purchase, 7 items for the scope of work, the documents a supplier file needs, and examples from projects we have delivered.

For a government entity, it isn't enough for a shipment to arrive. The question that comes months later, in a review or an audit, is: who received it? When? And where was it between leaving and being signed for? If the answer isn't documented in one file, a shipment that arrived safely becomes a finding in a report.
This guide explains what's different about government logistics, what to write in the scope of work when contracting a transport company, and which documents the supplier file needs, with examples from projects we've delivered for government entities.
What's different about government logistics?
A government shipment, whether official correspondence, medicines, equipment or rare collections, carries a responsibility that an ordinary commercial shipment doesn't:
- Custody: every item is registered to an employee or department, and every handover must be documented.
- Proof of delivery: "Delivered" isn't enough. You need the name of the person who signed, the time and the place.
- Invoicing: on the entity's billing cycle, per department, with e-invoices that meet the requirements of the Zakat, Tax and Customs Authority.
- Sensitivity: some loads are confidential, and some can't be replaced if lost or damaged.
So choosing a transport company for a government entity is as much about documentation as it is about delivery.
Etimad or direct purchase?
Most government transport contracts go through Etimad, the official platform for government tenders and procurement. In the cases the Government Tenders and Procurement Law allows, an entity can also contract through direct purchase.
We've worked both ways. We shipped equipment and tools for the Royal Saudi Naval Forces after a tender on Etimad, and moved rare manuscripts for the King Abdulaziz Complex for Endowment Libraries through direct purchase. In both cases, one thing sped everything up: a clearly written requirement.
7 items to write into the scope of work
- What's being moved: its type and approximate quantity, and whether it needs special care such as refrigeration, confidentiality or oversized handling.
- Routes and frequency: between which sites, and whether it's a single trip or weekly or daily work.
- A custody record for every order: who booked it, who moved it, where it went and who signed for it, in one auditable record.
- Proof of delivery in the name of the responsible recipient: not whoever happened to be at the door.
- Tracking and monitoring: live location tracking, a camera on the load for sensitive cargo, and a temperature log for the whole trip if the shipment is refrigerated.
- Lead times and escalation: a stated lead time for each shipment type, and who is notified if there's a delay.
- Invoicing and statements: invoices per department on the billing cycle, and a statement linking each invoice to its orders.
These items protect the entity at audit time and make bids easier to compare, because every supplier is measured against the same standard.
Documents the supplier file needs
A contract file usually asks the transport company for:
- Commercial registration.
- VAT registration certificate.
- Zakat certificate.
- Social insurance (GOSI) certificate.
- Saudization certificate.
- Chamber of Commerce membership.
- National address.
- Bank letter (IBAN).
- Company profile.
Ask for the current copies before approving the bid, because the file isn't complete with an expired certificate.
From projects we've delivered for government entities
Moving rare manuscripts for the King Abdulaziz Complex for Endowment Libraries. We moved the manuscripts to the complex's new headquarters under a plan approved by the security authorities, and made 100 heavy-duty wooden crates for the project, engraved with the entity's name. With rare collections, transport starts with packaging designed for them, not with the truck.
Air freight for the Royal Saudi Naval Forces. After a tender on Etimad, we shipped equipment and tools by air in 3 working days, against the 7 agreed.
Moving a complete library. We moved Dr. Al-Ansari's library from Riyadh to the complex: from sorting and packing the books to rearranging them inside the library.
Refrigerated medicines for the Ministry of Human Resources and Social Development's branches. We delivered medicines and medical supplies in refrigerated vehicles to the ministry's branches across the regions, with a temperature report for every trip. If you move medicines, read our detailed guide to refrigerated medicine transport.
How BaridX works with government entities
- Send your requirement: what you move, between which sites, and how often.
- Receive the quote: priced for your routes and volumes, ready for a purchase request.
- Sign and open the account: the agreement and rate card, then one account with a workspace for each department, and approval before any booking goes out.
- Operate and pay: every order tracked and signed for, with invoices and statements on your billing cycle.
Every order has a custody record in the portal, from the first label to the last signature.

Yes. We have official awards through Etimad for entities across different sectors, and we also contract through direct purchase where the law allows.
Can one account cover several departments?
Yes. One account for the entity, with a workspace for each department, approval before any booking goes out, and invoices per department on your billing cycle.
How do I prove later who received a shipment?
Every order has a record in the portal showing each step with its time, and a proof of delivery with the name of the person who signed and where, saved with the order and its invoice.
Do you move correspondence between headquarters and branches?
Yes, by express parcel delivered the next day between headquarters and branches across the Kingdom, with a proof of delivery for every parcel.
Do you ship outside the Kingdom?
Yes. We ship parcels internationally by air, and heavy cargo by road across the GCC, by air and by sea.
